Pet owners face penalties for leaving animals in hot cars

I would call this law "animal lovers gone wild". A one thousand dollar fine for leaving your animal in your car? Why not a ten thousand dollar fine for imprisoning animals at homes? What about a one hundred thousand dollar fine for trespassing on an animals property (i.e. when camping)? Animals do not have rights. The reason they do not have rights is that they do not have the ability to consent. How do we know that the animal did not want to stay in the car? I guess it is better that pets be kept at home imprisoned, rather then get a chance to stick their nose out a cars window and smell the aromas.
